With 13% of the national population, HCMC has always been the country’s economic growth leader, accounting for 22-25% of the national GDP and 25-27% of the total state budget.

NA President Vuong Dinh Hue expressed concern as the city had to endure the harsh Covid-19 outbreak last year, seriously affecting social and economic aspects. Therefore, the Politburo, the government and the NA have introduced various mechanisms and policies to support HCMC in its recovery process.

As a result, the city’s total budget revenue last year reached VND 381 trillion ($16.62 billion), 4.5 percent above the target; FDI investment attraction was $7.23 billion, an increase of 38.6% compared to 2020; exports increased by 2.8% compared to this period in 2020. Remarkably, the city’s economy recovered quickly in the first two months of this year, with some industries reaching the same level as before the ‘epidemic.

In addition, HCMC attempted in 2021 to implement the theme “Year of Building Urban Government and Improving the Investment Environment”. Last year was also the first to operate the urban government model and the city of Thu Duc in accordance with NA Resolution No. 131 and NA Standing Committee Resolution No. 1111, respectively. The city’s socio-cultural activities have been adapted to the Covid-19 prevention tasks, while the social security, public security and national defense tasks have all been maintained, achieving impressive results.

The NA President praised all of this with such winged words as “be proud, be confident, be smart, be passionate and be successful!”, saying that these achievements showed the city’s strong determination, cooperation narrow and its bold decisions to be made. breakthroughs in operation to overcome potential obstacles. Welcoming HCMC’s strategic proposals, President Hue suggested that NA central units and agencies submit their own recommendations to the NA to help the city as much as possible.

Then he asked HCMC to continue to rectify and develop the city party committee to form a clean and strong political system, cooperative, unified, accountable, qualified to serve citizens and businesses. Other important tasks requested by the President are the prevention and control of Covid-19; the implementation of economic recovery policies, in particular the recently approved fiscal and monetary policies to help businesses deal with current problems; carrying out major projects (key projects like the construction of metro lines No. 1 and No. 2, T3 station of Tan Son Nhat International Airport, HCMC-Moc Bai expressway).

He mentioned the execution of 51 sub-programs and projects in the three breakthrough programs and one key program of the city, the acceleration of the preparation and adjustment of the planning of HCMC for 2021-2030, with a vision to 2050 and the HCMC Master Plan to 2040, with a vision to 2060.

A final key task for the city to complete is administrative reform to create a more favorable environment for investment and trade to increase its own competitiveness, as well as high-quality human resource development.

At the meeting, HCMC Party Committee Secretary Nguyen Van Nen first showed his appreciation of NA to the city through constructive discussions to solve the existing problems here.

He admitted that last year was an exceptionally difficult year for the city mainly due to the pandemic, and HCMC had to experience a negative development rate, which now requires much more effort and determination on the part of of the whole community and of the municipal authorities.

The city party leader then shared that most recent work, including Covid-19 prevention tasks, has encountered problems due to limited legal regulations, some even going beyond frameworks, mechanisms or legal policies. Therefore, after this meeting, the city will prepare a proposal report to be submitted in the near future.

As a leader in national economic growth, HCMC is bouncing back with confidence from its state of exhaustion not too long ago. However, without appropriate mechanisms and policies, the city will never be able to achieve its goals. Therefore, Secretary Nguyen Van Nen expressed the hope that the NA will carefully consider the city’s proposals and provide corresponding support so that HCMC can maintain its leading position in the sustainable growth of the country.
